A proposal for a ‘people mover’ linkage between the CBD and Signal Hill.

A strategy for the management of the Table Mountain National Park was the subject of a number of design investigations and planning studies, including the idea of increasing direct visitor access to Signal Hill from either the Waterfront or the CBD.

After the Waterfront option was ruled out due to objections from adjoining owners, OvP developed a design concept for an access route from the Strand Street Quarry to the Signal Hill look-out point via a funicular rail system, which if routed along the forest line, would minimise visual impact from below.

A RFP was submitted, including a Landscape Master Plan and business strategy. The route included landing stations at top and bottom, the upgrade and limited development of the adjoining precincts and illustrated how such a development could be achieved, potentially relieving traffic congestion at Kloof Nek as well as on the mountain itself, being limited to non-motorized transport and eco-tourism.

The plan for the gateway at Strand Street Quarry included structured parking, a commercial node and a small departure terminal, while on Signal Hill the plan indicated new pedestrian circulation pathways, look-out viewing opportunities, upgraded ablutions and a small refreshment area.

The vision plan and accompanying report was well received but stalled at public participation, probably being ahead of its time in terms of offering interested and affected parties a viable stake in the proposed development.
